Looking for a game based in ancient Greece/Rome?

I remember that I used to play some real time strategy at my friend. The game concept is: you're a mayor and have to rise a city (if I'm not wrong it's in ancient Greece or Rome), every month you pay taxes in form of wine, olives etc. You develop tunnels, create police and fire stations etc. This game should be pretty old, thanks a lot if you can help with that.
