Heeey can some1 tell me if cockatiels are lovin when they trust u ?? :)?

heey some of my family are sayin that cockatiels are soo lovin and they becom your best friend when they trust you and then they go on your and you can learn them to talk but other family members are sayin that they are sooo ignorant and loud they fly away from you and they are just happy to be alone :( can some1 plzzzzzzz answer :)
