Do you think when dictators say crazy stuff they laugh about it?

Gahdafi financed a gang in Chicago to prepare for a race war. He also stated that, "I would like Libya to become a black country. Hence, I recommend to Libyan men to marry only black women and to Libyan women to marry black men." I guess he is going to run for mayor of Detroit after this?
